Meeting on the 19th of may, 2004
31 person participated in the first meeting of the new RLA's Section on document delivery and interlending (among them - one representative of Kazahstan). The meeting took place in the State public scientific technical library of SD RAS.
According to the program, 5 reports were made; also 4 additional reports were made.
Chairman of the Section, director on library informational service of RSL, Natalia Evgenevna Beresina made a speech about history and reasons of creation of the new Section. Application of new ways of servicing in libraries and problems of it's financial support were mentioned.
In report "State and prospectives of the service of remote users in the sphere of Interlending and Document delivery in RSL" N. E. Beresina elucidated problems of creation of distributed national fund of documents and the role, plaied by the system of distribution of documents, which could offer all the ways of access to documents. Social and economical conditions and their influence on the process of application of new informational technologies wre also discussed.
Today only cooperation of all libraries can solve the problem of meeting rising demands of users. Leading role is plaied here by the National system of Interlending ad Document Delivery (IDD). After "Statute of the National system of IDD" was approved, work of all libraries was brisked up.
Difficulties of different kind were mentioned. In spite of that, application of new informational technologies in RST goes on. Now the main point is to create such a system of document delivery, which could provide operative and equitable access to information.
Electronic libraries, which are now being formed in RSL and in some other libraries, play a great role in this process. But now we are facing the problem of contradiction between modern state of development of electronic library resources and legislation of copyrights. For it's solution interdepartment group was created in RSL, which is preparing number of amandments, which are to be introduced into the law.
Many questions were asked after the report, both particular and fundamental, especially connected with the problem of copyrights. Mentioning the importance of this question, the decision was made to include additional report, devoted to it, into the program of Section's work.
In report "System of Centers of IDD as the base of functioning of the National system of IDD in the Russian Federation", made by chief librarian of CIDD of RSL L. S. Vlasova was mentioned, that according to the "Statute of the National system of IDD in the Russian Federation" the main part of this system are Centers of IDD of different levels. But after the Soviet Union ceased to exist, so the united system of IDD did.Now there are no documents or methods of cooperation left also it's impossible to make a library function as CIDD; now they can do it only on voluntary basis.
Questionnaire was developed by the CIDD of RSL and sent to all part of the Russian Federation, with the aim to find out which libraries can function (or already function) as Centers of IDD. Analysis of results showed that in 67 members of the Russian Federation there are universal centers of IDD, in 9 regions there are regional Centers of IDD, connected with particular spheres. But there are almost no documents, regulating creation and activity of regional systems of IDD. In general, their activity is far from being satisfactory.
Situation with service of subscribers in these centers is better. E-mail and electronic copying is being actively used. Because of the lack of financing most of the centers have to combine paid and unpaid forms of servicing.
The same work was made with the former All-Russian Centtrs of IDD and Frderal libraries. Most of them agreed to work as CIDD, although some of them refused. Almost none of the new Federal libraries agreed. Only 4 Centers of IDD, connected with particular sphere, agreed.
Results of this work were summarized in prepared project of reference book of Federal and regional Centers of IDD. Opinions about this book were expressed by the participants of the meeting. Importance of such a book was pointed out. Suggestion was made to publish a list of CIDD in the "Informational bulletin of RLA", to expedite the work on creation of the reference book.
In report "IDD in the electronic age", made by deputy head of the Center of combined service in the sphere of IDD of SPSTL of SD RAS, I. U. Krasilnikova, questions of enlargement of IDD's functions because of usage of electronic copying, electronic catalogues, e0mail, were elucidated. Experience of work of the Department of IDD of SPSTL of SD RAS, in which electronic delivery of documents (EDD) is actively used, so that 27% of demands were made in electronic form during last 5 years, was elucidated.
Lack software for united demand form is a serious problem. "Statute of the National system of IDD" doesn't regulate this question also. According to reporter's opinion, Interdepartment Council on IDD and the Section of RLA should discuss this question as soon as possible.
Questions of period of time, necessary to perform the order, were also mentioned.
Special attantion should be paid to work with summary catalogues.
EDD is developing very fast. But terms of delivery from central libraries of Russia are more than 3 weeks sometimes. In their answers in questionnaires 25% of people considered optimal term as 1 week, 10% - 2-3 days. 54% said that prices for IDD are reasonable. But those prices may vary greatly in different libraries.
Main problems, which are to be solved, are: 1)lack of centralized system of management of IDD in the country 2) lack of the united summarized catalogue of Russian and foreign editions 3) lack of acquisition of funds 4) differen level of technical and software equipping of libraries 5) lack of effective cooperation of libraries - members of Association of services of IDD (ASIDD) 6) lack of the system of electronic payments 7) lack of united price policy 8) small wages of librarians
Main problems of the development of IDD, which are to be solved: 1) strategy of the "access to Information resources" 2) application of new methods of interlibrary cooperation 3) strengthening of relations between libraries and other informational structures when performing order, using IDD 4) combination of principles of centralization and decentralization 5) offering different ways of servicing 6) enlargement of number of types of services of IDD 7) standardization of software for IDD
Two additional reports, devoted to work of SPSTL of SD RAS and it's Department of IDD, were made.
Report "Bibliographical search as the technical base of IDD" was made by E. A. Kulagina, head of the Sector of the Department of IDD Of SPSTL of SD RAS.
Reporter mentioned, that employee of the Department of IDD should be not only professional, but also attentive, careful, effective.
It's very important both for readers and librarians to make orders right. Dates were presented showing that 40-45% of orders are not completed, so that additional bibliographical search is necessary. In this case time, which is necessary to perform the order, doubles.
Not only inaccurate bibliographical description, but also other mistakes can be met in orders very often.
Such a mistakes complicate work of librarians and show that work of employees of some libraries, engaged in taking orders, is not satisfactory.
Necessity of permanent raising of qualification of librarians, whose work is connected with IDD, was pointed out.
In report "Paid services of organizations of Novosibirsk" made by N. N. Bespomestnyh, head of the Sector of the Department of IDD of SPSTL of SD RAS problems, connected with application of paid service, were elucidated. This process is regulated by the "Statute of paid services of IDD, rendered by SPSTL of SD RAS to subscribers of Novosibirsk"
Paid services are considered to be the most effective and completed; they were appriciated by users.
Permanent calculation of sums is became necessary after the introduction of paid services. There appears additional duties of librarians, who have to contact the accounts department all the time. The system of financial control, developed in the library, was elucidated by the reporter.
During last three years 140 organizations of Novosibirsk used paid services.
Paid services let provide operative access to information for subscribers of Novosibirsk.
Report "New technologies and IDD" was made by T. S. Koroleva, head of the Department of IDD of the Library of natural scienses of RAS (LNS RAS). LNS is the head of one of the biggest centralized library systems. Now one of the aims of LNS is application of summarized electronic catalogues, which can provide more operative access to information. Users may order documents, using electronic catalogues. Several ways of making order are possible. Orders can be made by post, fax, e-mail or Internet. During several last years LNS had to start application of paid services.
Two reports were devoted to the problem of creation of consortiums of libraries.
Report "Organization of regional center of DD, based on Provincial universal scientific library of Sverdlovsk, named after V. G. Belinskii" was made by T. M. Kourova, head of the regional center of IDD of that library. She mentioned that cooperation of libraries is and usage of automatized technologies is necessary for meeting groving readers' demands. Regional centers of IDD are organizations, which solve those problems. That is why project of creation of regional center of IDD, based on PUSLSB, was developed.
Reporter told about the main aims of the project: creation of complex of methods of servicing users; creation of united methods of servicing, financial and statistical accounting; providing access to library Information resources. Realization of the project goes in several stages; the first one ("Application of new technologies in libraries of the province" and " Organization of the servicing center of IDD") are considered to be completed.
More difficulties appears on the next stage; it's aim is to involve all libraries of the province into the project. But such a cooperation is advantageous for everyone. Analysis shows that united funds of all libraries of the province can perform orders, which are being sent to fideral centers now.
Report "Cooperation of libraries of Kemerovskay province in the sphere of DD" was made by O. M. Potapova, head of the Sector of the Provincial universal scientific library of Kemerovo, named after V. D. Fedorov. Two main directions of the library's work are: 1) cooperation with the main informational centers of Moscow, Saint-Petersburg and Novosibirsk 2) cooperation with other libraries of the province; for them PUSL works as a intermediatory when making orders in informational centers, and makes copies of documents. Unfortunately, consortium of libraries wasn't created in Kemerovskay province yet .
Only two libraries of the province (Kemerovskay PUSL and the library of the State university of Kemerovo) can displace their electronic catalogues in the Internet and work with IDD. Other libraries usually don't have necessary technical equipment.
Only 25% of libraries of the province are engaged in work with IDD; but development in this direction goes on. Then, analysis of orders shows that Department of IDD of PUSL mainly service ponential clients of university libraries, when funds of those libraries practically inaccessible for readers of the province. Section on IDD should pay more attention to cooperation with libraries of different educational establishments.
Complying the request of participants, O. F. Boikova, head of the Sector of RSL, made a report "Legislation on copyright in libraries: problems of application".
At the end of the meeting following suggestions were made:
1. Centers of IDD should activate their work in the direction of creation and legalization of regional systems of IDD.
2. It's necessary to combine paid and unpaid services in the CEnters of IDD, use contract system in their work.
3. All Centers of IDD should make lists of their services accordingly to the copyright legislation.
4. RSL should start to develope materials, regulating work with electronic copies; all the members of the Section should take part in preparation and discussion of those materials.
5. RSL should complete the first edition of the "Guide-book of the Centers of IDD" and start to prepare the second one.
6. Organize joint meeting with the Section of university libraries on the next Annual conference of RLA.
7. Ask the Secretariat of RLA, according to the "Statute of the National system of IDD" to publish in the Informational bulletin of RLA first edition of the "Guide-book of the Centers of IDD of the Russian Federation".
