Meeting on the 19th of may, 2004
36 persons participated in the meeting on the 19th of may. 85% - from the Siberian Federal district. In April, 2004 Round table "Strategical management" took place, in which 39 persons participated.
Libraries of different kinds (public, scientific, universal, federal, regional and university libraries) took place in Section's work. Location of the meeting (Novosibirsk) let present Section's work to Siberian society.
Main attention, as usual, was paid to economical and lawful problems. On the other hand, for the first time report on themes, connected with personnel of libraries and library management, were made.
Report "Management of changes in libraries" was made by I. V. Krasnov, director of the Scientific library of the Mariiskii state university. Problems and distinguish features of the management of changes were minutely elucidated. The main difficulty is opposition of the collective of employees of library. It was especially strong in the case, when new informational communicational technologies (ICT) were applied in the library. Effective method of solving this problem was organization of educational programs in the sphere of ICT for the employees of the library. Application of new technologies, which let replace work, made by employees, with work, made by machine, is advantageous, from the economical point of view.
Report "Author's contract as element of management of creative potential of a library" was made by O. F. Boikova, head of the Sector of library law of RSL. Different types of author's contracts were described; positive role, plaied by them in development of the creative potential and financial stimulation of librarians, was pointed out.
Report "Professional competence of librarians and modernization of libraries" was made by S. D. Kolegaeva, chief research assistant of RSL. Reporter told about interdependence between modernization and demands to informational and technical competence of librarians. Unfortunately, this kind of competence isn't elucidated in Russian labour legislation good enough. Necessity of their reconsideration with usage of Europian experience (Decidos project) was pointed out.
Report "Strategy as necessary condition of rising of effectiveness of management of financial resources of a library" was made by I. V. Gnezdilov, executive director of RSL. Conceptions of safety of funds, electronic library, informational service were actively used by financial managers when developing library's budget. Results of this approach are positive: budget incomes have been rising during last 4-5 years.
Report "Library management in new conditions: analysis of tendencies" was made by I. V. Chekurashev, chief specialist in development of the Provincial junior library of Novosibirsk. Necessary to manage a library, using experience of businessmen, similarity between a library and any other company was pointed out.
Report "Application of management system in Scientific technical library of the State polytechnical university of Tomsk" was made by S. G. Simakovskay, chief specialist of the university, mentioned below. Her main idea - introduction of the international system of standards of quality.
Suggestion to organize joint meeting of the Section on library management and marketing, Section on library personnel resources and continued professional education and the Section on scientific research work, was made.
Good work of the State public scientific technical library of SD RAS was also pointed out.
