Meeting on the 19th of may, 2004
Meeting of the Section on bibliography took place on the 19th of may, 2004. Section's chairman N. K. Lelikova made a report about Section's work in 2001-2004 and introduced new members of the Permanent committee (10 persons). Instead of two co-chairmaen, as it was in 2001-2004, in this year N. K. Lelikova, head of the Department of bibliography and local studies of NLR was elected a chairman.
50 persons participated in Section's work; 10 reports were made. A. V. Teplickay in her report "Electronic bibliography", summarized materials of the scientific seminar "Electronic bibliography", which took place in Moscow, in RSL, in the december, 2003, made a review of work of Russian libraries in the sphere of creating bibliographical products. The main tendency of development of electronic resources, which is creation of electronic catalogues, traditional bibliographical indexes, data bases, guide books in Internet resources etc, was pointed out. It's obvious, that number of electronic products of Russian libraries will be enlarged.
Report, made by the member of PC, head of the Department of scientific bibliography of SPSTL of SD RAS, N. V. Peregoedov "Regional Information resources, produced by SPSTL of SD RAS: problems of creation and usage" was devoted to the Siberian system of regional bibliography, which main components are: creation of series of retrospectives and current scientific bibliographycal indexes and data bases on nature resources, economical and humanitarian problems, creation of current and retrospective summary catalogues of books and periodical editions in traditional and electronic form, organization of informational support of scientists and specialists of the region, using modern methods of informational support. Important questions, like usge of new software, regulation of bibliographical processes in electronic sphere, researcges in the sphere of electronic bibliography, were elicidated.
Report, made by N. K. Lelikova, was devoted to the problem of creation of electronic resources of Russian libraries. Lack of attention, payd to technical support of departments, producing electronic resources, was pointed out. positive experience of work of SPSTL of SD RAS , in which processes of creation of bibliographical indexes and bibliographical service were automatized in the same time, was elucidated. Now the Department of scientific bibliography of this library produces a large number of electronic data bases on actual themes (all this was told in a report, made by N. V. Peregoedova). In other libraries data bases sometimes created as electronic documents and cant't be concerned as data bases in fact. Some other problems also were elucidated.
Report, writenn PC's member, E. I. Alekseenkova "Problems of preparation of retrospective bibliographycal indexes on theatrical themes in the Russian state library of art" was presented by the director of the Russian state library of art A. A. Kolganova.
Report "Experience of preparation of bibliographical and informational editions of the Parliamentary library" was made by new member of PC, adviser of the Department of preparation of data bases and state bibliographical indexes of the Parliamentary library of the State Duma of the Russian Federation. Problem of preparation and edition of state bibliographical indexes was discussed.
Head of the Sector of NLR, E. I. Sokolinskii made a report "Cooperation between libraries of different types and different administrative belonging when creating federal summary catalogues". Mainly organizational difficulties were elucidated. Reporter suggested to distinguish projects, collecting information (for example, making catalogues) and bibliographical projects, reporter explained, that in bibliographycal information is being systematized, enlarged with new bibliographical facts. In fact, best retrospective catalogues are philological researches. Some suggestions on improvement of work on creation of federal summary catalogues, were made.
Report, made by the head of the Central reference service of the Provincial scientific library of Kemerovo, named after V. D. Fedorov, N. A. Ykovleva "The dynamics of usage of electronic bibliographical resources in the Provincial scientific library of Kemerovo, named after V. D. Fedorov" aroused great interest.
Report, made by O. G. Ufimceva "Complex approach to organization of informational service center of resources on law" was devoted to creation of informational service center on law, based on the Public center of law inforation in the State universal library of Krasoyrskii region.
Report, made by representatives of the Russian book chamber A. A. Djigo (deputy general director) and K. M. Suhorukov (head of the scientific research department of state bibliography) elucidated actual questions of support of book market.
A. A. Djigo pointed out, that because of lack of cooperation and unity of interests between editors and traders of Moscow, lack of methods of influence on development of book market of the Ministry of press, other ministries, associations and unions, it's necessary to look for new approacges to problems of optimitization of informational and normative support of book trading in Moscow.
K. M. Suhorukov described modern system and typical structure of editional and book trading bibliography and characterazid main editions, in which such bibliography information is represented. Special attention was paied to electronic information in the Internet, merits and demerits of virtual shops were elucidated. Reporter made a conclusion about necessity of saving the leading role, plaied by traditional types of editional and book selling bibliographical information both for editors and for clients.
During the discussion prospects were designed: necessity of organization of the All-Russian scientific practical seminar "Bibliographical activity of Russian libraries: traditions and innovations" in 2005 was pointed out. Decision was made to continue work of regulation of bibliographical processes. Section's members, who took part in preparation of the State Standard 7.1-2003, expressed their readiness to took part in preparation of other regulating documents and materials in the sphere of electronic library resources.
