1. Main provisions

1.1. Section of library personnel resources and continued professional education (hereinafter - Section) of RLA is a structural subdivision, which supports professional aspects of RLA's work, connected with profession of librarian, continued education (raising the level of skills, self-education) of librarians, and adjacent problems.

1.2. Main targets of the Section:

- strengthening relations between libraries and scientific and educational organizations, improvement of forms and methods of propaganda of library professions, of self-consciousness of librarians, of continued education;

- help in development and propaganda of work of organizations of professional education;

- organization of informational support of Section's work; creation of All-Russian data bases in all the main spheres of activity.

1.3. Round tables, connected with particular problems, themes, directions of Section's work, can be organized by RLA's council; their work is regulated by special provisions.

1.4. Section's work is regulated by the Law of library activity, RLA's Charter, RLA's program documents, Provisions of the Section.

2. Section's composition

2.1. Employees of libraries and educational organizations, scientists and specialists, also other persons, invited by the direction of the Section for accomplishing program tasks and organizing arrangements, determined by the plan of work, take part in Section's work.

2.2. Members of the Permanent committee are elected from Section's members.

2.3. Permanent committee is headed by the head of the Section. Постоянный комитет возглавляется председателем Секции. Deputy head and secretary are elected from Committee's members.

2.4. Direction of the Section (head of the Section, deputy head, secretary) work on a voluntary basis. Financing of particular arrangements (conferences, seminars etc.) and publication of works, prepared by the Section, can be paid by organizations of centralized funds.

3. Section's work

3.1. Section's work is determined by long-term program and annual plan. Plan of work of round tables, whose problems, themes, directions are connected with Section's sphere of work, are coordinated and can be presented in one plan. Plan of Section's work is approved by the Council of RLA.

3.2. Plan of Section's work (or of round table) can includ:

- organization of discussions, conferences, symposiums, special meetings, disputes and other mass arrangements with the discussion of the main questions of continued education, training and re-training of librarians;
-preparation of materials for publication, also preparation of different editions;
-organization of development of normative documents, suggestions and recomendations for administrative organs, coordinative plans of scientific work, themes of dissertation;
-propaganda of RLA's activity;
-propaganda of activity of cultural educational organizations;
-improvement of informational support of the Section.

3.3. The Section can take part in work of competitive and expert commissions, give conclusions, opinions, criticize scientific works, prepare presentations for competitions, contests, inspections.

3.4. The Section can collect information, connected with Section's work, organize consultational, informational and bibliographical service, give recomendations about theoretical and practical questions.

3.5. The Section can take part in work of methodical and coordinative organs (council, commissions), organized by ministries, departments, libraries and educational organizations. In this case the Section presents RLA's position.

3.6. The Section helps in development of international library relations and takes part in work of international organizations in it's competence.
